The state record. Project TABS2026014235, Popeye's Willow Park, facility name Popeye's, was registered with TDLR's Architectural Barriers program on 3/5/2026. The filing lists the location as I-20 Frontage Road, Willow Park, TX 76008, in Parker County; renovation/alteration; 2,350 square feet; an estimated cost of $80,000; a start date of 4/27/2026 and a completion date of 9/28/2026; and a current status of Project Registered. The scope of work is a conversion from a Taco Bueno restaurant into a Popeye's restaurant using the existing structure. The owner of record is Taco Realty LLC, 4515 Lyndon B Johnson Fwy, Farmers Branch, Texas 75244; the design firm is RTMDesign LLC, PO Box 13734, Arlington, Texas 76094; the registered accessibility specialist is CLINTON P,RYAN, RAS #1333, of Dallas, Texas; the tenant is listed as Not Assigned. The filing says the project is privately funded, on private land for private use, and that the private funds are not provided by the tenant.

What the record does not show. The Comptroller's active sales-tax permit list the Ledger read Oct. 13 shows no permit for a Popeye's in Willow Park and no permit at an I-20 Frontage Road address in Willow Park; the filing gives no street number. A TDLR registration is the accessibility review required for construction of public buildings; it is not a building permit, and the filed dates are the registrant's estimates. The completion date as filed, 9/28/2026, has passed; the filing's status remains Project Registered, the stage before plan review is complete, and the Ledger has not confirmed whether the restaurant has opened. The Ledger will report an opening date when the company or the city posts one.
