Flood Watch: Flood Watch issued October 1 at 1:43AM CDT until October 2 at 7:00AM CDT by NWS Fort Worth TX, for portions of North and Central Texas, mainly along and west of I-35, through Friday morning; slow moving showers and storms will likely bring widespread 2 to 4 inches of rain across the watch area, and localized areas up to 6 inches will be possible

The alert says flooding caused by excessive rainfall continues to be possible, that excessive runoff may result in flooding of rivers, creeks, streams and other low-lying and flood-prone locations, and that low-water crossings may be flooded.

The FY 2026 budget amendment, per the memo in the Oct. 1 packet: across all funds, the amendment increases revenue appropriations by $1,831,476 and expenditure appropriations by $1,658,469, for a net increase in fund balance of $173,007 compared to the adopted budget; the amendment adjusts revenue and expenditure lines to actual results for the fiscal year ending September 30, 2026, and lines not listed in Exhibit A are unchanged

The purchasing-policy memo says Texas Senate Bill 1173 increases the expenditure threshold that requires competitive procurement from $50,000 to $100,000; the key changes it lists are the formal competitive sealed-bid threshold increased from $50,000 to $100,000, 3 informal written or electronic quotes required for purchases over $3,000 to $100,000, and purchases over $50,000 still presented to the Council. The e-bike memo says the City of Weatherford updated its parks ordinance to allow Class 1 e-bikes in city parks and trails and the Weatherford Mountain Bike Club, which maintains the Parks of Aledo Trails and The Pit, amended its rules to align. The utility-agency memo says fourteen public entities are identified as initial participants, that creation of the agency will occur when the last identified participant approves the resolution, and that under the funding agreement participating entities will provide annual funding based primarily on population, with Exhibit B setting annual contribution levels ranging from $5,000 to $50,000 based on population.
