A second memo recommends APPROVAL of amendments to the Unified Development Code that would specify two enclosed off-street spaces for residential uses in addition to a baseline of two parking spaces per dwelling unit, correct the R-2 Brownstones district's 1.25 spaces per dwelling unit against Table 3.2-1's 2.0, bar on-street parking from counting toward required off-street parking in residential zoning districts, and allow up to 10% of required off-street parking to be met on-street in all zoning districts apart from residential districts. The Aug. 13, 2026 draft minutes in the consent agenda record a motion to recommend approval of the Hark Homes, LLC request to rezone a 0.242-acre property at 112 Robert Street from Brownstones District (R-2) to Local Commercial District (C-2), which passed with Holly Robertson casting a dissenting vote; two residents spoke in opposition at the public hearing. The memo from Grant Fore, Senior Planner, Berkley Group, lists the owner as 325 Old Annetta Road, LLC and the applicant as Joshua Rogers; the existing zoning as R-1 Single-Family Residential for Property ID #115527 and R-1 Single-Family Residential/D-T Downtown for Property ID #40526; the existing use as Residential and the proposed use as Commercial/Office. It says the Future Land Use Map adopted in 2018 contemplates the subject properties as appropriate for commercial zoning and land uses, that both offices and single-family residential are permitted by-right within the D-T district, and that staff completed the state-mandated public hearing notice requirements by mailing letters to property owners within 200' and publishing notice within the Weatherford Democrat newspaper. The applicant's narrative in the packet proposes to maintain the main home as private office space, convert the existing detached garage into a group meeting space by replacing the garage door with an insulated exterior wall, and add paved parking with at least one designated accessible parking space. The survey in the packet describes a 2.0310 acre (88,470 square foot) tract in the R C Eddleman Survey, Abstract No. 438, recorded in Instrument No. 202604152 of the Official Public Records of Parker County. The commission's recommendation goes to the City Council.

The memo from Grant Fore, Senior Planner, Berkley Group, says several zoning district tables (AG, R-E and R-2) include parking ratios that are either duplicative or conflicting with the established parking standards in Article 3 (Table 3.2-1), and recommends removing them in favor of a cross-reference to Article 3. It says the amendment corrects a known contradiction: the R-2 (Brownstones) zoning district currently states that 1.25 spaces per dwelling unit are required, while Table 3.2-1 dictates that 2.0 spaces per dwelling unit are required in residential districts. The 10% on-street allowance would apply in unique situations where off-street parking may be limited, and pursuant to Table 5.2 on-street parking is only allowed on streets of certain pavement and right-of-way width. The public hearing opened at 6:26 p.m. and closed at 6:40 p.m.; the June 11, 2026 minutes were approved by unanimous vote on the consent agenda; the meeting adjourned at 6:56 p.m. The rezoning recommendation goes to the City Council.
