The work session minutes record that the council convened at 05:02 PM with Mayor Shane Davis, Mayor Pro Tem Summer Jones and Councilmembers Ben Clark, Todd Covington, Matthew Poston and Melanie Allen present, that RJ Sikes and Joe McKie, developers, discussed and received feedback from Council regarding their vision for the development of the Dean Ranch property, and that the session adjourned at 06:40 PM. The regular meeting minutes record that no one came forward at Citizen Appearances, that the executive session listed City of Aledo and City of Fort Worth v. City of Willow Park, Beall-Dean Ranch and Parker County potential Settlement Agreement, Dean Ranch Development Standards and Downtown Development under consultation with attorney, Citizen Boards and Commissions Appointments under personnel matters and the Dean Ranch Development Agreement under economic development negotiations, that Mayor Davis recessed the meeting into Executive Session at 7:12 p.m. and called it back to regular session at 8:45 p.m., and that the motion by Summer Jones, second by Matthew Poston, to approve the settlement for Aledo and Fort Worth v. Where it stands: Aledo and Fort Worth's suit against Willow Park over the 320-acre Beall-Dean Ranch tract is pending in the 43rd District Court. Aledo's Sept. 17 minutes record an executive session on a potential Settlement Agreement with no action taken; the Oct. 1 agenda opens with a 5 p.m. work session on Dean Ranch and lists the case in closed session. Willow Park's Sept. 22 agenda listed it with the words Mediated Settlement Agreement & Mutual Release; no minutes from that meeting were posted as of Sept. 27. No ruling on the injunction has been published.

Where it stands: Fourteen public entities are identified as initial participants in a county public utility agency for long-term water supply; Aledo's annual contribution would be $20,000 from the Enterprise Fund, and the initial payment is returned if the agency is not created by May 31, 2027. Aledo's council votes Oct. 1 on Resolution 2026-R-19 and the funding agreement. Willow Park's council was asked Sept. 22 to join and pay a $20,000 share due by Sept. 30; its vote was not on the record as of Sept. 27.

The 2026.10.15 AP, 64 pages, was on CivicClerk as of the Oct. 10 build; the Oct. 9 build found only the agenda. The Public Works Director's memo says Aledo had Kingdom Technology install a new UV system in June 2025 in advance of the WWTP Expansion, and that the maintenance agreement would be for 24 months with a deposit of $50,000 due at contract signing and a subscription fee of $3,545 paid monthly over the 24-month period for a total contract cost of $135,082, including two technicians on site twice a year, all parts, all lamps, glass tubes and electronics; funding in the amount of $135,082 was included in the FY 2026-2027 budget, and the proposal, 8162 R3, dated 10/01/2026, lists the system as a K-Tech 20V with 80 total lamps. The Permit Technician's memo on Ordinance No. 2026-O-29 says the amendments update provisions originally adopted in 1977 to remove the $50.00 permit threshold, application deadlines tied to City Council meetings and the requirement for City Council to approve or disapprove individual building permit applications, and establish the Building Official or designee as the authority for reviewing and issuing permits under the 2021 International Residential Code, 2021 International Building Code and 2021 International Existing Building Code as amended by the City. The City Manager's memo on Ordinance No. 2026-O-30 says the council recently approved membership in the Atmos Cities Steering Committee, that the memo anticipates Atmos Energy beginning natural gas service to customers within the Aledo city limits in 2027, and that those customers would then be subject to the RRM rates; the attached Rate Schedule R - Residential Sales, effective for bills rendered on or after 10/01/2026, lists a Customer Charge per Bill of $24.35 per month, a Rider CEE Surcharge of $0.05 per month, a Total Customer Charge of $24.40 per month and a Commodity Charge of $1.03839 per Ccf, and the Commercial schedule a $115.50 monthly customer charge and $0.27784 per Ccf. The food truck work session memo says staff recommends a simplified annual registration for individual food trucks with a proposed registration fee of $20, no Specific Use Permit and no minimum lot size, $1M required insurance, one food truck unit per property outside a food truck park, hours of 7:00 a.m. to 9:00 p.m. Sunday through Thursday and 7:00 a.m. to 11:00 p.m. Friday and Saturday, and that the policy question for Council is whether individual food trucks should be permitted outside designated food truck parks and in which zoning districts; food truck parks would keep the existing Specific Use Permit, site plan and Certificate of Occupancy requirements. The Texas Municipal League Region 8 Director ballot lists Mike Browning, Councilmember, Aubrey, and Mary Sarver, Mayor Pro Tem, Grandview (Incumbent), for a two-year term, with ballots due at the TML office by 5:00 p.m. Central Time on November 5, 2026. Staff recommends appointing Travis Askins, Director of Public Works, as the voting member and Candice Edmondson, City Manager, as the alternate on the Fort Worth Wholesale Water Customer Advisory Committee for the fiscal year October 1, 2026 through September 30, 2027. The sign regulations item is discussion only, with no action required.
