The record
Thursday's council packet, 64 pages: staff propose a $20 annual registration for individual food trucks with no Specific Use Permit and no minimum lot size, and ask the council whether food trucks may operate outside designated food truck parks and in which zoning districts; a 24-month, $135,082 maintenance agreement with Kingdom Technology Services for the wastewater plant's UV disinfection system; Ordinance No. 2026-O-29, which removes building-permit provisions adopted in 1977, including the $50.00 permit threshold and the requirement that the City Council approve or disapprove individual building permit applications
The food truck memo from the city manager says the draft ordinance was presented at the September 17 work session after a July 16 overview of House Bill 2844 and Senate Bill 1008, under which the Texas Department of State Health Services is responsible for food truck permitting, licensing and health inspections; staff recommend generally retaining the existing food truck park rules, a Specific Use Permit, site plan approval and a Certificate of Occupancy, and the work session is to give final direction before a final ordinance comes to a future meeting. The public works director's memo says Kingdom Technology installed the new UV system in June 2025; the agreement carries a $50,000 deposit at contract signing and a $3,545 monthly subscription fee over 24 months, covers two technicians on site twice a year and all parts, lamps, glass tubes and electronics, and the $135,082 was included in the FY 2026-2027 budget; the vendor's proposal is dated 10/01/2026 and valid until November 1, 2026. The permit technician's memo on Ordinance No. 2026-O-29 says the amendments also remove application deadlines tied to City Council meetings and establish the Building Official or designee as the officer who reviews and issues building permits. The city manager's memo on Ordinance No. 2026-O-30 says the Rate Review Mechanism tariff was negotiated between Atmos Energy Corp., Mid-Tex Division and the Atmos Cities Steering Committee, in which the council recently approved membership, and that Atmos is anticipated, in the memo's word, to begin natural gas service to customers inside the Aledo city limits in 2027. The Berkley Group senior planner's memo on monument and temporary signs is a discussion item only, with questions on the maximum height, maximum area and number of monument signs per property and a list of temporary-sign items for clarification, among them garage sale signs, banners, directional signs, signs in TxDOT right-of-way and signs for property for sale or lease. The city secretary's memo recommends Travis Askins, Director of Public Works, as the voting member and Candice Edmondson, City Manager, as the alternate on the Fort Worth Wholesale Water Customer Advisory Committee for FY2027. The Texas Municipal League Region 8 director ballot in the packet is for a two-year term and must reach the TML office by 5:00 p.m. Central Time on November 5, 2026. The Oct. 1 draft minutes on the consent agenda record the settlement vote for Aledo and Fort Worth v. Willow Park, Beall-Dean Ranch, and Parker County, passed by unanimous vote with Councilman Todd Covington abstaining due to a conflict of interest, as Saturday's edition reported; the executive session lists Dean Ranch Development and Downtown Development under consultation with attorney, the Zoning Board of Adjustment under personnel matters and the Dean Ranch Development Agreement under economic development negotiations, with appointments to the Zoning Board of Adjustment listed for possible action afterward.
Where it stands: Aledo and Fort Worth's suit against Willow Park over the 320-acre Beall-Dean Ranch tract, with Parker County added as a defendant, was pending in the 43rd District Court as of Oct. 11. The draft minutes in Aledo's Oct. 15 packet record that the council on Oct. 1 approved the settlement for Aledo and Fort Worth v. Willow Park, Beall-Dean Ranch, and Parker County by unanimous vote, Councilman Todd Covington abstaining due to a conflict of interest; the Oct. 15 agenda lists Dean Ranch Development in executive session under consultation with attorney and the Dean Ranch Development Agreement under economic development negotiations. The settlement's terms are not in the packet. No ruling on the injunction has been published.
