The Aledo City Council met Sept. 3, 2026, at 200 Old Annetta Road with Mayor Shane Davis, Mayor Pro Tem Summer Jones and Councilmembers Ben Clark, Todd Covington, Matthew Poston and Melanie Allen present, per the draft minutes in the Sept. 17 packet. City Manager Candice Edmondson, City Secretary Staci L. King and City Attorney Alicia K. Kreh were present.
FM 1187. The Professional Services Agreement with Freese and Nichols, Inc. for design and engineering of utility relocations associated with TxDOT's FM 1187 Roadway and Drainage Improvements Project passed by unanimous vote on a motion by Summer Jones, second by Matthew Poston. The staff memo in the Sept. 3 packet puts the total contract amount at $932,729 ($502,026 in basic services and special services not to exceed $430,703), against $950,000 in the adopted FY 2027 budget for engineering and professional services on the project, and lists 4,500 linear feet of 8-inch water line, 4,500 linear feet of 12-inch water line, 2,300 linear feet of 8-inch wastewater line and 1,000 linear feet of 6-inch wastewater force main to be relocated. The memo puts the estimated cost of constructing the FM 1187 utilities at $5,310,000.
Sheriff's contract. The renewal of the Agreement for Police Protection with Parker County, pulled from the consent agenda at Councilmember Covington's request for clarification of the extension and cancellation terms, passed by unanimous vote on a motion by Matthew Poston, second by Ben Clark. The agreement in the packet runs from October 1, 2026 to September 30, 2027 at $18,030.50 monthly, or $216,366.00 annually, for 4,000 hours of services; the chief's memo says two deputies cover 6PM to 6AM and that 24-hour coverage by the Aledo Police Department is expected to begin in January 2027, when the contract can be terminated with a 30-day written notice.
Axon. The Professional Services and Equipment contract between the Aledo Police Department and Axon Enterprises passed with Todd Covington casting a dissenting vote, on a motion by Summer Jones, second by Melanie Allen. The chief's memo in the packet describes a 10-year contract with a total cost of $829,576.12, $79,785.94 in year one and $83,310.02 in subsequent years, for 16 total officers and 6 vehicles.
112 Robert Street. Ordinance No. 2026-O-23, changing the zoning of a 0.242-acre property at 112 Robert Street from Brownstones District (R-2) to Local Commercial District (C-2) for a proposed new-construction commercial office, passed with Todd Covington casting a dissenting vote, on a motion by Summer Jones, second by Matthew Poston. At the public hearing, opened at 7:32 p.m. and closed at 7:36 p.m., one resident spoke in opposition and one submitted a written statement in opposition.
Also passed by unanimous vote: Resolution No. 2026-R-15 authorizing membership in the Steering Committee of Cities served by Oncor (Allen/Jones) and Resolution No. 2026-R-16 authorizing membership in the Atmos Cities Steering Committee (Poston/Jones), and the consent agenda with the Aug. 6, Aug. 10 and Aug. 20 minutes (Jones/Covington).
Work sessions: Chief Carol Riddle presented regulation options for golf carts, bicycles, e-bikes and off-road vehicles, and two residents spoke on the subject at citizen appearances; the ordinances that followed passed Sept. 17. Ms. Edmondson briefed the council on the Parker County Public Utility Agency; the minutes say the formal authorization for membership will be on the October 1 agenda, and Resolution No. 2026-R-19 is on it.
Executive session: 8:39 to 9:37 p.m. on Aledo and Fort Worth vs. Willow Park, Dean Ranch Development, Downtown Development and Bailey Ranch Development. No action was taken. The meeting adjourned at 9:37 p.m.
