Willow Park Proposition A: voters decide $10,110,000 in certificates of obligation on Nov. 3
A petition signed by at least five percent of the city's voters sent the council's planned water, sewer, street and drainage debt to the ballot, per the election ordinance in the Aug. 11 council packet.
The county's notice of the Nov. 3 general election names one special election in the Aledo area, the City of Willow Park's. The election ordinance in the Willow Park council's Aug. 11 packet, Ordinance No. 944-26, puts one question to the city's voters, Proposition A, which the ordinance labels a tax increase: whether the council may issue certificates of obligation in the principal amount of $10,110,000 for water and sewer facilities, for streets, roads and intersections, for the municipal drainage utility system and for professional services tied to those projects, maturing over not more than 25 years.
The ordinance recites how the question reached the ballot. The council approved a notice of intention to issue the certificates on Dec. 9, 2025, by Resolution No. 2025-17; the city then received, and accepted, a petition signed by at least five percent of its qualified voters protesting the issuance; and under Section 271.049 of the Texas Local Government Code the certificates may not be issued after such a petition unless voters approve them at an election.
The ordinance also states the city's position on the day of adoption: $64,610,000 in outstanding debt principal, $25,534,941 in interest owed through maturity, a debt service tax rate of $0.2259 per $100 of taxable assessed valuation, and a maximum interest rate of 4.75% for the certificates, which the city estimates would amortize over 20 years. The Ledger read the ordinance as drafted in the packet; the minutes of the Aug. 11 meeting were not posted as of Sept. 19, 2026.
Willow Park voters cast this ballot at the county's sites: early voting runs Oct. 19 through Oct. 30, with branch sites at the Aledo ISD Admin Building and the Hudson Oaks Public Safety Building, and Election Day sites include Cross Timbers Church - Willow Park, 601 Ranch House Rd, per the county's notice. The ordinance says a sample ballot will be posted on the city's website not less than 21 days before Election Day.
