Council approves the Parkside plat on FM 5, sends the library study back for corrections, and starts the comprehensive plan
At its last meeting in the Community Center, the council also swapped Veterans Day for New Year's Eve on the employee holiday calendar and adopted a conservation-credit policy for impact fees.
The Aledo City Council met Dec. 18, 2025, at the Aledo Community Center, 104 Robinson Court, with Mayor Shane Davis, Mayor Pro Tem Shawna Ford and Councilmembers Ben Clark, Todd Covington, Nelson Rowls and Summer Jones present. Interim City Manager Mark McDaniel presented a commemorative clock to mark the council's last meeting in the building, and staff presented McDaniel with a framed city logo in thanks for his leadership during the hiring of a new city manager.
The council unanimously approved the final plat for the Parkside Subdivision, Lots 1-15 and Lot 16 (open space), Block 1, 4.336 acres generally located along FM 5 near Cedar Bluff Court. McDaniel told the council that staff had reviewed the plat and construction plans, that all comments had been addressed, and that the City Engineer was still asking for minor additional detail on the downstream analysis in the drainage report, which has no bearing on the plat itself. Approval carries one condition: the City Engineer's approval of that downstream analysis.
The library feasibility study did not get accepted. On Sept. 18, 2025, the council had approved a proposal for ZakTax to model the total cost of ownership of a public library inside Aledo City Hall, including a pro forma financial model and revenue potential. Robert Hanna of ZakTax presented the study. Covington raised concerns about the data, calculations and grammar in the report and asked that it go back for corrections; Ford and Jones said the minor corrections did not change its overall significance. The council voted unanimously on Covington's motion to table the report until corrections are made, with the corrections defined as grammar and calculations, revenue information, the non-resident visitor number, and confirming the council had the correct version.
On the comprehensive plan, the council approved Ordinance No. 2025-O-26 amending the FY2025-2026 Strategic Initiatives Fund to reflect a grant award from the Texas General Land Office for the plan, approved an agreement with Freese and Nichols for comprehensive planning services, and adopted Resolution No. 2025-R-48 creating the Comprehensive Plan Steering Committee. All three passed unanimously.
The council also adopted Resolution No. 2025-R-49, a policy for conservation credits for water and wastewater impact fees, and approved a personnel policy change that removes Veterans Day as an official city holiday and replaces it with New Year's Eve, because most staff work the city's Veterans Day ceremony. On the consent agenda it approved the Nov. 20 minutes, Resolution No. 2025-R-46 disposing of surplus office furniture, a request for proposals and contract for janitorial services, and Resolution No. 2025-R-47 authorizing the purchase of two trucks for Building Services and Code Enforcement.
During citizen appearances, a resident asked the city to update the My Water Advisor app to follow the city's billing cycle instead of the calendar month and asked how streets are designated as thoroughfares. The council met in executive session from 7:09 to 7:25 p.m. on the posted topics of the Dean Ranch development conversation, Grand Prairie v. State, a Wells Fargo dispute resolution, litigation pertaining to annexation, and downtown development, and took no action. The meeting adjourned at 7:28 p.m.
