Planning commission recommends C-3 zoning for 2 Dean Drive and hears why Aledo's traffic standard is stricter than TxDOT's
The 5.23-acre Mid-Park tract, home to Magnolia Learning Academy, was annexed in June 2025 under a development agreement that anticipated regional commercial zoning.
The Aledo Planning and Zoning Commission met March 12, 2026, at the Aledo Community Center with Chair Matt Poston, Vice Chair Holly Robertson, Commissioner Jessica Dobbins and seated Alternate Sandra Smith present. No one came forward during public comment, and the commission approved the minutes of Dec. 11, Jan. 8 and Feb. 12.
After a public hearing at which no one spoke, the commission unanimously recommended changing the zoning of 2 Dean Drive, Lots 2R1-2R5 of the Mid Park Business Community, approximately 5.23 acres south of Dean Drive and Bankhead Highway, from interim Agricultural to C-3 Regional Commercial. Grant Fore of the Berkley Group said the property was annexed in June 2025 following a development agreement executed March 18, 2025, to allow connection to city water and sewer, received interim AG zoning automatically, and that the agreement anticipated C-3 zoning. The site contains Magnolia Learning Academy with the rest vacant; neighbors include Aledo ISD administrative and transportation offices to the south and the district's public safety offices and a contractor's office to the west, and the 2018 Future Land Use Map designates the area industrial, which allows regional commercial uses.
Jenny Tatum and Mason Shoaf of Kimley-Horn presented traffic Level of Service standards, which grade intersection delay from LOS A, minimal delay, to LOS F, failing. Aledo currently requires a minimum of LOS C, while many cities and TxDOT use LOS D; the discussion covered the effects of each on development requirements, roadway capacity, infrastructure cost and traffic operations, and how studies evaluate existing conditions, the build-out year and sometimes a five-year horizon. No action was taken, and the meeting adjourned at 6:25 p.m.
