Recapture and Aledo ISD

Explainer

What Chapter 49 recapture is, why Aledo ISD is subject to it, what the board's annual agreement to purchase attendance credits does, and where the votes are.

Why does Aledo ISD send tax money to the state?

Texas school finance sets each district's entitlement by formula. A district whose local property tax collections exceed its entitlement must send the excess to the state under Chapter 49 of the Education Code; Aledo ISD's taxable value per student puts it in that group.

What is the agreement to purchase attendance credits?

One of the options Chapter 49 gives a district for reducing its wealth per student: paying the state for attendance credits. Aledo ISD's board approves the agreement each summer, usually on the consent agenda, and delegates the signing to the superintendent under Education Code Section 11.1511(c)(4).

Does recapture change the tax rate?

No. The rate is adopted separately; recapture is what happens to part of the revenue the rate raises.

Where it shows up in the record

The vote appears every year the Ledger has written: on the consent agenda in August 2016, 2017, 2018, 2019, 2021, 2022 and 2023, and in July 2018. The amount is not stated in the minutes; it is set by the state's formula each year and appears in the district's budget documents.
